Tasers Gone Wrong

This happened in Maryland and ABC 7 News reports:

"The Frederick County Sheriff's Office says a 20 year old man, Jarrel Gray, died after a deputy used a Taser gun to break up a fight and the NAACP wants them to stop using the device." WATCH VIDEO

There is a recent weekend headline of a Canadian person dying from a Taser. I am a Taser advocate, but I strongly believe, people who are already subdued and/handcuffed should not be Tasered, and citizens should not be excessively Tasered, in addition, officers should have frequent, ongoing training requirements (if they don't already) as a condition for being qualified to use the Taser gun.
